Sir,

I have the honour to transmit for your consideration the enclosed copy of correspondence relating to alleged disturbances in the territory which is at present under Military control.

2. As it is impossible for the Civil authorities of this Colony to interfere in the administration of Chinese territory, and as it is hardly less difficult for the Military authorities to invest themselves with Civil jurisdiction, it seems likely that no amelioration in the social condition of the disturbed territory can be expected until some decision is arrived at as to the final delimitation of the British frontier.
